IBF welterweight champion Kell Brook may defend his title next against contender Brandon Rios in England  on Sept. 12.

Top Rank vice president Carl Moretti has been dealing with Brook promoter Eddie Hearn said the fight is close of being made.

Moretti said that besides the agreement on the money, where the parties are not far apart, Brook's camp wanted a rematch clause.

Brook is settling for Rios after losing hope of facing Floyd Mayweather Jr any time soon.

Mayweather short-listed Andre Berto and Karim Mayfield as possible opponents on September 12.

Brook admitted they're close to making the fight with Rios but still entertains hopes that Floyd Mayweather Jr. may want to unify the welterweight division against him. His IBF belt is the only welterweight title that does not belong to Mayweather.

Brook added that he will be a natural choice for Mayweather since he is also unbeaten and it will be a massive fight pitting Britain against America.

The British boxer also said that aside from him, Keith Thurman is the other fighter that could give problems to Mayweather.

Brook said that the unbeaten pound-for-pound king is now setting his sights on boxers who bring nothing to the table.

Nonetheless, Brook admitted that if he were in Mayweather's shoes, he'll avoid tangling with fighters like himself.

Meanwhile, the Brook-Rios fight would be televised by HBO live in the United States in the afternoon, and would  conflict with Floyd Mayweather's proposed Showtime PPV event.

Top Rank is also exploring a possible Rios fight with ex-junior welterweight titleholder Ruslan Provodnikov this fall.

Rios (33-2-1, 24 KOs), 29, gave Mike Alvarado one-sided beating in their rubber match last January.

Brook (35-0, 24 KOs), 29, has defended his title twice including a sixth-round knockout of Frankie Gavin on May 30.
