When addressing the third plenary session of the CPC Central Commission for Discipline Inspection during its opening on Monday, Xi explained that keeping corruption out of the CPC during its long term rule of the country is a primary political mission that the party should do right.

He emphasized total rejection of graft and assured to seriously penalize officials who are found guilty of corruption. The president encouraged efforts to assure that the supervisory power of disciplinary agencies at all levels is relatively independent and authoritative. He expressed that those in authority should amend the Party's disciplinary inspection system, enhance its anti-graft procedures, and improve the monitoring and supervision of power.

In order for regulations to not merely resemble "paper tigers" or "scarecrows," Xi discussed how efforts will be strengthened so that officials will be held accountable for any unlawful behavior. He further talked about how all CPC officials should remember that all who resort to wrongdoings will be caught. Senior officials should respect or uphold Party disciplines and not take chances.

According to Xi, the Party leadership cracked down on corruption and accomplished significant progress in 2013. Xi pointed out that the Political Bureau of the CPC Central Committee became an example for lower officials to follow. He also explained to the audience that the country caught both high and low-ranking officials guilty of corruption and put high pressure on corrupt officials.

Xi further expounded that the CPC exerted better supervision and examination of the use of power and gave the public a better opportunity to check and report corrupt officials, a move that gained a positive reaction from the public.
