President Xi has entrusted his Vice Premiers to deliver a diplomatic message for President Obama.

Chinese President Xi Jinping, through a message to be delivered to U.S. President Barack Obama, urged Chinese and American peoples to keep the bilateral ties between the two states firm despite challenges thrown in the way. According to Xi, the world is populated with vast areas in which the two superpowers should cooperate.

Vice Premier Liu Yandong reiterated President Xi's message during high-level talks between China and the U.S. on Tuesday, June 23. Quoting the Chinese president, Liu said that the Chinese foreign policy's main aim is to create a new type of major country relationship with the hegemon based on the tenets of non-conflict, non-confrontation and mutual cooperation.

President Xi's desire for improved and stronger China-U.S. relations is reflected in his message. According to Xi, China and the U.S. must consider and take care of each other's core interests if the two nations are keen on maintaining agreeable relations without miscalculation and strategic misunderstanding.

Xi also stated in his message that differences can be managed and worked on, while common interests can be protected.

American Vice President Joe Biden shares the same sentiments.

"We don't see eye-to-eye (on certain issues) but we should not stop working hand-in-hand," Biden said.

In preparation for Xi's upcoming state visit to the U.S., a new round of high-level talks between the two states commenced on Tuesday. Vice Premiers Liu and Wang Yang, along with State Councilor Yang Jiechi, is tasked by President Xi to deliver his message to President Obama.

Obama's representatives, Secretary of State John Kerry and Secretary of Treasury Jack Lew were also present in the high-level talks. According to Kerry, his country is looking forward to Xi's impending visit.

"We are excited about the prospect of cooperation between the two nations," Kerry said.

Aside from the sixth China-U.S. High-Level Consultation on People-to-People Exchange and the seventh China-U.S. Strategic and Economic Dialogue, civilian and military officials from both states also met in Washington on Monday for the fifth round of China-U.S. Strategic Security Dialogue.
