China’s State Council has released guidelines aimed at enhancing the development of big data, according to an official statement issued on Saturday, Sept. 5.
The Xinhua News Agency reported that the action framework for the promotion of big data was ratified by Premier Li Keqiang, which was intended to establish a new model for social governance in the next five to 10 years, emphasizing accurate management and multi-dimensional cooperation.
The guidelines require the formation of a trans-departmental data sharing platform by the end of 2017, as well as the establishment of a unified platform for governmental data before the end of 2018.
According to the report, the guidelines will enable citizens to get access to public data resources, including agriculture, employment, credit, culture, education, finance, public health, science, transport and weather service.
The report said that the opening and sharing of data must be accelerated by the government to promote the integration of resources and improve governance, as well as encourage industrial innovation and nurture new business models that would support economic restructuring.
The statement added that on its end, the government is expected to establish an overall coordination mechanism for big data development and application, speed up the creation of relevant rules, and drive cooperation between the government, enterprises and institutions.
The report added that the country aims to nurture a bunch of international competitive brands in big data industry, including 10 world leading enterprises and 500 firms focused on big data application, service and manufacturing.

Big data development has also encouraged many enterprises to pour big investments into infrastructure to position themselves in the booming information processing sector, the China Business News reported.
