China to Ramp Up Campaign for Military Spending Efficiency

China is eyeing a tighter monitoring of fund use in the military to improve efficiency in the armed forces' spending, China Post reported.

Under a new scheme called "results-based management system," measures for accountability will be applicable to individuals and military units alike, according to Xinhua, citing what it referred to as a "circular approved by the Central Military Commission."

The system, approved by the General Logistics Department of the People's Liberation Army (PLA), will be fully implemented by 2020, the news agency said.

Zhao Keshi, head of the department, said that the system would ensure that expenses incurred by the military would go into improving combat capability.

"The circular said modern warfare is based on huge consumption of money and materials, and cost-output management should always be an important consideration for the military," the report said.

"It urged accurate formulation of military budgets, strengthened monitoring of the budget execution, and strict accountability for those who failed to achieve the goals set," it said of the circular.

A pilot basis for the system will be put in place this year at PLA headquarters and regional military commands in five areas that include fiscal management and military hospitals.

The spotlight was put on the mounting spending of the military as China has continued to be in a maritime territorial dispute with Japan and the Philippines. The country has insisted that it does not pose any threat to any country, but is rather staying committed to defending its interests.

The release of the circular on military spending happens amid President Xi Jinping's efforts to deal with the rampant corruption in the Communist Party and military.
