Party Leadership in Universities

China President Xi Jinping calls for the enhancement of Party leadership and formations in China's leading schools and universities. The President made the statement after a two-day national meeting on Party building and formations in campuses and universities which ended last Monday.

"To enhance Party leadership and building in colleges and universities," Xi said, "is a fundamental guarantee for running a proletariat school for the masses."

Xi also said that it is the institutions' task to study, research, and publicize Marxism. Along with these tasks are the development and training of future Party cadres who will eventually become successors of the socialist cause.

Chinese schools and universities have been known to be breeding grounds of future socialist theoreticians, organizers, cadres, and even combatants for the People's Liberation Army.

Socialist values, Xi added, should be embedded in the teaching and learning process to ensure ideological guidance for future cadres in charge of ideological works in higher learning institutions.

A circular released by the Central Committee last October states that the system is a power center in which school presidents and administrative officials accept and implement decisions made by higher Party committees.

The circular further stated that additional efforts must be made to follow the Party leadership in implementing presidents' responsibilities. While the presidents focus on teaching, research and school operations, Party committees within the campuses focus on college reforms, stability and overall ideological work in accordance to procedures and decisions set by higher Party organs.
