U.S. President Barack Obama's national security adviser, Susan Rice, has urged the U.S. to seize the opportunity provided by China's newly-launched reform roadmap.

In her speech at Georgetown University, Rice said China's key reform roadmap released last week could go a long way toward leveling the playing field for foreign investors in China.

The reform, approved during the Third Plenum of the 8th Central Committee of the Communist Party of China last week, holds the key to China's economy. The key reform roadmap aims to create a united and open market system with orderly competition.

Among the reforms proposed during the four-day meeting of China's top leaders is the country's transition to a western-style service and consumption-driven economy.

The markets will also decide on the prices of fuel, electricity and other key resources, and the Chinese government said it will further liberalize the financial industry and open up its capital account.

"That's an opportunity we must seize," Rice said.

Rice, who served as U.S. Ambassador to the UN, stressed that the interests of both China and the United States, especially on many of the challenges presented in the reform roadmap, should be more aligned.

The reform roadmap, referred to as China's "blueprint for reform", was hailed and applauded by the international community, which called the reforms the key to the success of the country's modernization drive.

Britain's Financial Times, CNN, BBC, New York Times, French paper Le Monde, and several other media outlets carried the result of the plenum and described the reforms as an ambitious plan to come from the party in at least a decade.

International media analysts said China's reforms will be a story for the next 10 or 20 years, referring to the reform as a positive change both for China and the global economy.
