Police in Shaanxi Province are investigating whether or not the man who appeared in several sexually explicit photos recently posted online is Qin Guogang, the vice president of the Shaanxi Provincial Party School.
A majority of the photos, which show a nude man who resembles Qin cavorting with a woman on a hotel room bed, were stills from a video dated Aug. 13, 2013. Other photos in the batch include shots of a Shaanxi Provincial Party School student card and a headshot of a woman with a bruised face and bandaged head.
According to a lawyer by the name of Qu Jianguo, the photos were apparently posted by a female graduate student. According to Qu, who says he has been retained to represent the women in the case, the woman is a 34-year-old single mother who works as an ordinary county clerk. Qu explained that the woman had entered the school in 2011 to study as a postgraduate student in economic management and was expecting to graduate next summer.
She apparently met Qin in Aug. 2012, and their relationship quickly developed into something special. The woman said that she had been dating Qin for about a year and were planning on getting married when she discovered that he was already married. She goes on to say that Qin and his wife beat her in his office. After the beating, she reported the incident to the police. No reason was given for why she was beaten.
Police have not confirmed that the man in the photos is indeed Qin Guogang, but they have said that Qin has been cooperative and has surrendered himself to the provincial Commission for Discipline Inspection (CDI). Neither Qin Guogang nor the provincial CDI have been available to answer questions about the case. Police did confirm that a woman with the surname Li filed a complaint against Qin and that the investigation is current and ongoing.
