According to the Shanghai Daily, the incident happened last July 18 when Guo, an officer of the Linzhou City police department, who had been drinking with friends at a local restaurant, suddenly grabbed the baby girl from her parents and threw her to the ground. The baby suffered injuries to her head.

Initially, Guo was not arrested but when word of the story leaked in the Legal Evening News, local authorities decided to detain him. He was not placed in custody, however, until Aug. 17, 2013 when he was also charged with intentional injury.

Shortly after Guo's detention, the city's police chief, political commissar and deputy CCP chief were fired for the mishandling of Guo's arrest and detention. The city police department also paid 40,000 yuan (US$ 6,608) to the family of the baby in compensation.

At trial, Guo pleaded guilty and admitted that on the night in question, he had drunk too much and thought the baby was a doll. Guo revealed that after the incident he passed out and did not remember what happened until he saw a surveillance video of the scene. Guo also expressed his regret to the family for injuring their baby. Guo stated he will not appeal the sentence.

The baby's family said that the girl has fully recovered from her injuries and at present there are no complications. They also said that they forgive Guo because he truly seemed sorry for his actions.
