President Xi Jinping has sent his congratulatory message to Dilma Rousseff, Brazil's re-elected president, who is also the first woman to hold the position.

The Chinese president sent the congratulations with the government's intention to continue fostering all-round partnership with the Latin American country.

According to Foreign Ministry Spokeswoman Hua Chunying, Xi has made broad agreements with Rousseff regarding China-Brazil relations.

In Xi's first visit to Brazil as president in July, he said that growing a global strategic partnership with Brazil is of great important to his administration.

"China is ready to work with Brazil under the principle of mutual benefit to promote sustained two-way trade," Xi was quoted saying in a written interview.

Xi promised to help Brazil improve its transportation and energy infrastructure, which is mutually beneficial to the Chinese government.

Overall, China signed an $8.6-billion deal with the Brazilian government. President Rousseff, who won the presidential seat on Sunday, said in a July interview that China is "a great partner in Brazil's development."

China-Brazil relations existed even before the establishment of the People's Republic of China. The two countries officially signed a diplomatic agreement in 1974.

China and Brazil, celebrating the 40th anniversary of bilateral ties, are continuing the implementation of projects accorded in the 2010-2014 Joint Action Plan signed in April 2010.
