China and Malaysia have long maintained good relations when it comes to cooperation and coordination of law-enforcement activities in such fields as telecommunications fraud, drug control, entry and exit administration, arrest and repatriation of criminal suspects and response to emergency incidents, Guo pointed out.

Zahid, for his part, aired his assurance that Malaysia will continue to make serious efforts to promote and advance the bilateral law-enforcement cooperation agreement with China.

Guo said that he is also hoping that both sides will be able to set in place pragmatic anti-terrorism cooperative and collaborative arrangements that will ensure social stability and help their peoples live and work in peace without compromising the integrity of their respective countries' national security.

Prior to the convening of the 2014 APEC, when Chinese President Xi Jinping received Malaysian Prime Minister Najib Razak in Beijing, they discussed ways of further strengthening the bilateral comprehensive strategic partnership between their respective countries.

Among the matters taken up, the two heads of state agreed to enhance bilateral cooperation on law enforcement and safety, promote cooperation between the two armies, and improve cultural and people-to-people exchanges.

In October of 2013, during his state visit to Kuala Lumpur, President Xi met with Prime Minister Najib and they agreed that China and Malaysia should "make full use of the defense and security consultation mechanism, increase exchanges between the two militaries, deepen law-enforcement cooperation, and join hands in combating terrorism and trans-border crimes," according to a report from CCTV.

In October of 2012, China, represented by then-State Councilor and Minister of Public Security Meng Jianzhu, pledged to further cooperate in matters of law enforcement with Malaysia, according to Xinhua.

In a press conference then with Malaysian Home Minister Hishamuddin Hussein, Meng hailed as "practical" and "efficient" the cooperation in law enforcement between the two countries in fighting terrorism, drugs smuggling, online gambling, telephone fraud and other cross-border crimes.
