The Communist Party of China Organization Department has terminated, transferred to other departments, or asked for early retirement more than 15,800 public servants from different overstaffed departments last year, it said in a statement on Jan. 5.

Many superfluous public servants were simply dismissed. An estimated 40,000 Chinese officials were deemed in excess to the essential staffing requirements last year, and the remaining 25,000 officials still await resolution, according to the statement of the department.

The Communist Party of China's Central Commission for Discipline Inspection stated in their monthly report that 5,340 public servants were reprimanded for violating working practice policies. Those who were found guilty participated in 4,238 violation cases. The number of those punished since 2012 is more than 100,000.

Violations include graft and corruption in the form of sending and receiving gifts in exchange for favors, abuse of public funds for travel overseas and personal entertainment, sluggish work ethics, disregarding workplace rules, and excessive use of funds for vehicles and receptions.

The department's officials dealt with the overstaffing problem in Jan 2014. They ruled that there would be no new officials who will be appointed before the issue of the current surplus of staff members is resolved.

The department also assured that they will dissolve the overstaffing issue as well as the other violations like ad-hoc promotions and the illegal creation of posts without any clear or proper function within three years.

At the end of the final quarter of the previous year, more than 102,000 public officials have been handled for the breaches of the Party's "eight-point" rule.
