In the country’s capital, the State Council announced on Wednesday that there would be a new intellectual property rights (IPR) policies, along with building a new process of registering real property.

In an exclusive meeting presided over by Premier Li Keqiang, several statements were issued about the manufacturing and selling of fake or poor-quality products, and intellectual property rights. It was said that violators will be announced publicly, to be followed by legal proceedings.

This move was meant to improve China’s efforts in terms of transparency of information provided to the public. The central government is also expecting these polices to help in the increase of quality of products, protect the companies’ intellectual property rights, improve buyer confidence, and support innovations.

In the new policies, law enforcement agencies are now supposed to divulge information about the details of the cases, the penalties, even evidences in a given time frame after the case has been decided, and to extend their efforts to make sure that they respond to public concerns in a timely manner.

All details would be included in a social credit system. All levels of the local government units shall be expected to reinforce management to make sure that it is effectively rolled out.

It was also a certain that the State Council might incorporate the tasks of real estate registration that are, at the moment, spread on several departments, to help develop the organizational control and lessen the load of the public and enterprises.

With the new distribution of tasks, the Ministry of Land and Resources will now handle registration of real estate, land, forest land, grassland, and maritime areas. There are no expected changes for other departments who are handling the real property dealings and management of industry.

An information dissemination system will be in place to make sure that all information will be spread across the different departments and to make sure that the new policies on real property will be available to the public.
