Tong Min Qian an official from Heng Yang implicated in a serious violation and noted as "an incredibly unlucky" official according to the Chairman of the Hunan Political Consultive Conference.

The gift we have needs to be developed and used wisely in a right way, with the right people.  Everyone has given a gift, but once you gave it to the wrong person, that is "unlucky." Another example is when two teams A and B are competing and  team B is deposed, well this definitely is bad luck. Listening to this group allows us to see logic although we are not in the scenario. They believe in luck, they believe in Feng Shui, the unspoken rules of officialdom and may not wish to believe in it through order, discipline, or law.
