Air-traffic controllers said the thick haze that blanketed the airport prompted them to enforce a level-one emergency shutdown that will be in effect till 12 PM of the 28th.

At 4:30 PM, the airport announced the first round of flight delays and continued to do so every five minutes. The highway to the F3 building had just been closed, passengers were being notified to leave the airport; taxis were asked to stop bringing customers to the airport; airport express lanes on the 919 highway were closed, as well as on the subway and other expressways.

By 5:20 PM, the entire airport, including security and reception counters, was declared closed. Passengers were led to 50 waiting buses which took them from the airport. Authorities asked passengers to contact their airlines before risking a trip to the airport.

Up to this point, hundreds of international flights have been directly affected. Of the 364 arrivals and 356 outgoing flights, 137 of the arrivals and 175 of the departures have continued service, which is still less than half.
