The city government of Leizhou has been allegedly behind in engineering contract payments for 15 years, but the Deputy Mayor, in open defiance of the rulings, left an interesting quote regarding the matter.

He says that we shouldn't "blindly trust" the courts. In March 2013, the courts ruled that 3.6 million RMB was owed by the city government to contractors and had to be paid under a signed agreement. But to this day, the payments have yet to be made. In fact, the court costs for the original lawsuit, have yet to be paid by the government as well.

When faced by reporters, Deputy Mayor Chen Han Shu said "We can't blindly trust the courts." 

The rest of the media's conversation with Chen follows:

Reporter: "Mr. Deputy Mayor, you said the money to pay the debt was already handled, but the finance department said that nothing has been arranged. Could it be that the mayor forgot? Would you be able to tell us why the "MoWen Hai" case has dragged on for so long? Could it be that, this in fact, is not all about money?"

Leizhou Deputy Mayor Chen: "We don't agree with this court's ruling. We don't think it's correct."

Reporter: "Who should we believe in this matter, the court or the government's opinion?"

Leizhou Deputy Mayor Chen: "We shouldn't blindly trust the courts. When we have an objection with a ruling we ought to bring it up with the courts."

Reporter: "But we've already gotten the first judgment (from the courts) as well as the second judgment. Now, do you think, we can blindly trust the courts? Or should we trust the city government's opinion on this matter?"

Leizhou Deputy Mayor Chen: "I still don't believe we can blindly (trust) the courts."
