The Huairou District in Beijing announced its plan to develop its own television and film industry when the Beijing 2014 Fall TV program exhibition kicked off on Oct. 20, China.org.cn reported.

In collaboration with Beijing Municipality, Huairou District is looking forward to promoting its entertainment industry with a 200-million-yuan investment.

Half of the investment will come from the Beijing Cultural and Creative Industry Development Special Fund and the other half will come from the Huairou District government.

Major production and distribution companies will benefit from the funds through subsidized major television events and reduced costs of renting land for TV and film project shooting, studio construction and actor and crew accommodation.

In May, the State Administration of Press, Publication, Radio, Film and Television approved Huairou District's plan to build a film industry model zone into an industrial center with an urban design.

With more than 1,600 TV shows and films made by 400 TV and film companies in Huairou District, the TV and film industry model zone in the region has fixed assets and investments worth approximately 5 billion yuan.

Currently, Producer Base Headquarters and Film Hotel Project II are being constructed in Huairou District to be added to China Film and Stellar International Cineplex.

The special zone will have 200,000 square meters of studio space and 60,000 square meters of office space for TV and film companies.

Through its Huairou branch, the Industrial and Commercial Bank of China will also provide special services to TV and film businesses in the district.

Meanwhile, authorities have installed 1,000 high-definition video surveillance cameras in the district to tighten security for the Asia-Pacific Economic Leaders' (APEC) summit in Beijing from Nov. 2 to 13, CRIEnglish reported.

According to the Huairou police substation's Science, Information and Communication Department deputy chief Li Bingjian, the cameras are capable of "identifying a person's face within 30 meters" and "monitor an area of 500 square meters."
