In this sneak peek (via TV Guide), the terrorists and the cops are facing each other in the alley. We can see Raina at the front of the hostages. The terrorists want the authorities to free Eric Boyer for 1600 hostages.
Miranda agrees to the terms and announces that for every 10 hostages they release, the authorities will take one step forward with Boyer.
After all the hostages are released, they will leave Boyer and back off.
In another sneak peek, Shelby is seen in the control addressing the agents and she wants them to see the terrorists as mere actors. But, her address is interrupted as a new broadcast airs from the terrorist. Raina reads out the demands of the terrorists. Watch the sneak peek below.

Meanwhile, actress Johanna Braddy, who plays Shelby, talked to International Business Times about her character and what is in store for her.
Braddy revealed that Shelby will have a new love interest in the show and it is a "completely different type of relationship than Caleb." She added that it is quite and "not so youthful."
The actress explained how her last relationship in the previous season gave her the strength.
"You remember she ended up having an affair with her boyfriend's dad who is the head of the FBI," Braddy said.
"I think that situation is really what I've drawn upon because I think a woman in that position, you could so easily crumble. Or you just have to come back like fierce and thick-skinned, so that's the route we decided to go this year."
