Watford trimmed the lead to a point when defender Christian Kabasele netted one in the 60th minute, but the Hornet took a bad break in the 84th when midfielder Roberto Pereyra was sent off after getting booked with a direct red card on a near melee.
Matt Phillips then sealed the win for the Baggies as they extended their unbeaten run to four games.
