In the comic book, Superman is said to be a "lackey" of the government who is sent to Gotham City to reason out with Batman.
However, the movie's storyline has apparently undergone some changes. In "Batman V Superman: Dawn of Justice," Superman is not a government aid. Instead, the governments around the world have no faith and trust in him.
