YTO Express made an official announcement via its official Sina Weibo account to apologize for the "deadly package" accident on the morning of Dec. 21 Beijing time.
In the official announcement, YTO Express announced that the company would not shield itself from liability problems. However, since the sender failed to inform YTO Express of the goods nature and proper handling method, YTO Express will take legal means to safeguard their legitimate rights and interests.
On Nov. 29, 2013, a resident in Shandong received a package delivered by YTO Express. The victim showed symptoms of stomachache and vomiting before dying after rescue. According to the hospital's diagnosis, the victim died from methyl fluoroacetate poisoning. It has been unveiled that methyl fluoroacetate leaked from one of the packages, and has since polluted other packages.
A report from Legal Evening News on Dec. 21 cited a staff in YTO Express Shanghai office who explained that YTO Express should not have delivered such dangerous packages.
Zhou, the representative of YTO Express dealing with this accident, indicated that YTO Express was informed by the sender that the package contained chloroacetonitrile instead of methyl fluoroacetate. The staff then looked up the Dangerous Chemicals Category and found out that chloroacetonitrile did not belong to the list of dangerous chemicals. Therefore, the package was sent on to delivery.
The Shandong Postal Service Administration held a press conference yesterday afternoon, announcing the current situation. Methyl fluoroacetate is a toxic liquid, which can irritate the eyes, respiratory system and skin. According to the regulations announced by the State Postal Service Administration, various kinds of corrosive materials (eg. organic solvents) are not allowed to be delivered. The business license of the express company will be revoked according to the law if the preexamination of delivery is not standardized.
