Monaka is called an amateur by Whis and Beerus as it was Beerus' plan all this while to motivate Goku and Vegeta that there is a stronger fighter in the team.

What is Tokitobashi or Time Skipping technique in "Dragon Ball Super" series?

The technique used by Hit in "Dragon Ball Super" episode 38 is known as Tokitobashi which translates to skip time, Herms98 explains.

Jaco tells Goku that Hit when uses Tokitobashi, he stops time for a tenth of a second for everyone but not for himself. So, he is stopping as well skipping time. For Hit, he is stopping time but other folks are unaware what is happening so for them Hit skips forward in time.
