The local government in Guangzhou, Guangdong Province, has rolled out a new migration regulation requiring non-holders of Guangzhou hukou to register with their local population management center, according to the Global Times.

The new regulation is a measure to improve the management of the capital's migrants, the local government said.

Under the new policy, migrants are required to register themselves with migrant population management centers using their passport or a valid ID within three days of arriving in the city.

Their landlords, meanwhile, have to gather basic information about their migrant tenants within 24 hours of their arrival, which they will forward to the center within three working days.

The registration has not been made compulsory yet and no punishments have been identified for those found violating the regulation.

"The registration is meant to collect accurate information on migrants to [help the government] formulate better public policy," according to a press release issued by the city government.

But the new policy has been doubted by the public as well as experts as to its effective implementation.

Li Jianming, a professor at the Institute of Population and Development at Nankai University in Tianjian said that the regulation will not be effective and possibly lead to a squandering of public funds, with some people leaving the city a few days after registering.
