The base is located within three kilometers of the Central Business District of Dingfuzhuang international media industry corridor and the Panjiayuan art trade area. The location has a total area of 22.31 hectares. The project will be completed by the last quarter of 2016.

In May 2010, the Beijing Publishing and Creative Industry Park (Desheng Park) began its operations. It is the basis of and serves as an expansion of the pilot area.

The district is sure to not only meet the future needs of publishing and creative industries, but is also seen to hold major activities and test potential policies and reforms. On top of that, the pilot area boasts of a good geographical location, prime building conditions, expansive space for development and accessibility to strong support services.

The pilot district will also build a complete industrial chain that includes original publishing products production, digital publishing launches, copyright trade and publishing shows.

The district is expected to host over 200 high-end publishing enterprises and publishing-related cultural, media and technology enterprises. It is projected that the annual revenue of the district would be over 50 billion yuan and tax revenue at 3 billion yuan.

The area will be home to some major domestic and foreign publishing companies. Basic infrastructure construction that will be put to use by the end of 2014 has been completed.
