In his letter to Lynch on Sept. 8, Wolf said that if the AG could indict the head of FIFA, the international governing body of soccer, she should also run after the two. He cites the decapitation of American hostages Steven Sotloff, Peter Kassig and James Foley, and the torture and murder of aid worker Kayla Mueller as giving Washington jurisdiction over the two top IS jihadists.

Wolf went to the Middle East in January that given him a first-hand experienced on the human tragedy. This inspired him to write to Lynch after he and members of the 21st Century Wilberforce Initiative interviewed 75 people. Among them were some Yazidi girls.

After his trip, Wolf believes the IS has pursued genocide and such an act needs legal action. He wrote, "Given the overwhelming and publicly available evidence of genocide, I call upon your office to initiate a thorough investigation into individuals who may be criminally liable under U.S. law for genocide and other serious human rights abuses such as slavery," Breitbart quotes the congressman.

After World War II, he said there was global agreement never to allow a repeat of genocide. However, he points out that the promised was not fulfilled, citing the killing fields of Cambodia, the Bosnian massacre in Srebrenica, the Rwandan genocide and what the IS is doing in Syria and Iraq.

Following Lynch's indictment, the Swiss attorney general started on Friday a criminal investigation of FIFA President Sepp Blatter who run FIFA since 1998. The Swiss AG said that Blatter could be charged with criminal mismanagement and misappropriation of funds, reports LA Times.
