Premier Li Keqiang on Wednesday chaired a meeting and approved guidelines to use Internet Plus in the government's system.

He said, "We are now living in an age of the Internet. Using Internet tools to facilitate public services is an important step in accelerating governance reform since the Internet is the fastest and most convenient way for public interactions and service delivery."

Internet Plus is the use of the internet in conventional industries. It is a system where various operating systems such as mobile Internet, cloud computing, big data or Internet of Things, is used in other fields.

"The internet will not only provide people with more accessible public services but will also help the government improve its administration," Li said.

The premier also mandated other government agencies to put a priority on the use of Internet Plus to easily respond to people's needs.

"The government must promptly respond to people's concern, and those who failed to do so fail in their obligations," he said.

Li said that all central and regional offices of the government should use a uniform internet platform, and making an "Internet Plus Government Services System" by the end of 2020.

There are four steps to achieving this. According to the new guideline, all steps should be taken to achieve its targets.

The first step is making all government services accessible online. Information and departmental databases should be enabled for sharing between agencies.

The second step is the integration of all agencies under one common platform.

Thirdly, information should be transparent and accessible. The fourth step is a convergence of local administrative centers as well as social investments to improve internet-based services.

Li said, "Internet use is so widespread nowadays that the government and the public need to be on the same page or the government's credibility will be at stake."
